Transport planning comes before any scheme is built: it asks how people and goods move today and how they will move at the plan's horizon. Rahyaft prepares transport master plans for passengers and freight, builds travel-demand models and forecasts, appraises proposed infrastructure, and develops measures for transport system and demand management and for freight logistics. Spatial planning, population and employment forecasts and land-use impact studies feed the same models.
Clients are mostly municipalities, transport and traffic organisations and the Ministry of Roads and Urban Development. Examples include the comprehensive transport and traffic studies for Khorramabad Municipality, the urban goods transport study for Tabriz Municipality, and the logistics study of Shahid Rajaee Port and its link to the Bandar Abbas–Kerman freeway for the Ministry.
